Development Process
| 1) |
Sign sale contract with PCEDC/pay 10% of final
sale price as down payment.

The down payment is refundable by the client
if the purchase agreement fails to materialize. |
| |
The down payment will be held in escrow. |
|
| 2) |
Obtain approval of preliminary site plan by Pott.
Co. Planning and Zoning Board.
| |
The site plan can be "professionally"
developed by a contractor, architect, or engineer. |
| |
KP&L and Southwestern Bell should be contacted
for the exact location of gas, electric, and phone lines (this
may prevent future expense). |
| |
The site plan should include the name of the
contractor, designer, client, client's business name, the
business' purpose, and the number of employees. |
| |
The site plan must be a scaled document and
the scale must be displayed. |
| |
Measurements for the widths and lengths of things
should be shown (such as the width of the driveway, length
of building, etc.). |
| |
Landscaping requirements are minimal, but the
site plan should identify areas of grass, and there should
be, at least, a few trees and shrubs planned for the 12' grassy
lawn panel in front of the property (identify plants by name). |

Make sure that the minimal parking requirements
are fulfilled and that parking spaces are of, at least,
a regulatory size. |

The color scheme of the building must be written
onto the site plan. |
| |
The general layout of the interior of the building
must be shown, as in office space, warehouse space, bathrooms,
etc. |

The site plan, in triplicate, should be presented
to the County Planner as many times as needed until it has
been adjusted as necessary. This will almost guarantee passage
of the site plan by the Planning and Zoning Board at their
monthly meeting. |

Close on the land deal/pay for land.
| |
Once the site plan has been approved, most of
the unforeseeable problems with development should be past,
thus closing on the land can now be done without concern. |

| 4) |
Pay sewer district fees.
| |
Sewer fees are $1,200 per acre, charged by the
sewer district. These are "buy-in" fees, which are
charged to all businesses and subdivisions in the area. The
client is responsible for the cost of physically hooking onto
the sewer line; with permission, the client can perform this
task personally (client could save money by hooking into a
manhole, but must observe extra regulations imposed by the
sewer district). The payment of sewerage fees can be arranged
by contacting the County Administrator. |

When hooking onto the sewer line, there is a
$50 health permit fee charged to supervise the hook-up; call
the County Sanitarian and make an appointment. |

| 5) |
Stake out building and obtain a site inspection.
| |
Stake out where the building will be placed
and call Pott. Co. Planning and Zoning for a site inspection
(no charge). The site inspection will assure that the building
is not placed within any easements or boundaries. |

| 6) |
Obtain entranceway permit.
| |
The road within the Green Valley Business Park
is a county road - 'to be maintained by the county,' thus
a county entranceway permit is required (no charge). This
permit will be granted if: (1) the driveway is of the designated
material and to street grade, and (2) the tube under the drive
is the size which is designated on the GVBP plat drawings.
Contact the County Administrator for the entranceway application.
An entranceway inspection may precede or follow the application. |

Pay and Hook onto Water Service
| |
Water fees are $3,000 per meter, charged by
RW#1, plus a couple hundred dollars for hook up/plumbing fees.
The placement of the meter is desired to be by the driveway
entrance with a straight line running to the building. RW#1
will help make this process as easy as possible. |

| 8) |
Obtain building permit
| |
Obtain building permit from the Planning and
Zoning office (the cost is $200.00). |
|
| 9) |
Construct building within 18 months from date of
land purchase. |
